You're thinking of the Levant, not Turkey. Crusaders never controlled siginificant parts of modern Turkey, nor did any other "white" invaders long enough for them to assimilate into the population. The reason for Turkeys ample population of light haired and light eyed people is most likely because of the assimilation of pre-Turkish Anatolia and the heavy influx of people from the Balkans during the days of the Ottoman Empire.

tl;dr the Turks were the ones doing the buttfucking.

Saying 'Light hair, eyes and skin' implies that only the hair is being called light.

Well, I did not know that. I'm still not exactly sure as to why, though.

I thought that to take the agreement of the "adjective" light on subsequent nouns one would separate those nouns by a comma and an "and" like this:

A big portion of the population have light hair, and eyes and skin.

I thought any other placement--Oxford comma or not--would be assumed to be affected by the adjective.

Think about it this way. The comma, in this context, is being used to separate items in a list, the items being hair, eyes, and skin. In the reader's head it appears like this:
hair
eyes
skin.
Without the oxford, comma: hair, eyes and skin, the reader thinks of it like this
hair
eyes and skin.
It's like the picture illustrates. The oxford comma can is what determines how a list of nouns or attributes is interpreted by the reader.

In the image the point that is made is that enumerating and subsequently naming as opposed to only enumerating does not require an Oxford comma. I agree with that.

I just didn't know it also applied to how adjectives agree with other words.

I agree that the Oxford Comma is better, because of what just happened, but not using it is perfectly grammatically correct, so long as you stay consistent; so correcting someone for not using an optional (albeit preferable) comma is just being annoying.
