Either way it doesn't make sense (ecspecially from a lore perspective i.e. Lapras with surf) If they are doing it strictly for the PVE experience then players are forced to either spread the HMs or have an HM slave in their party. If they are doing it for the some sort of PVP competitive experience then the move deleter wouldn't be available in the game. Because honestly once you beat the Elite 4 most people head straight to the move deleter and get rid of that useless crap. Whichever way you look at it especially from the lore perspective it's just a mechanic that doesn't make sense to still have in the game. The 4 moves restriction while arguably contradictory with lore pokemon abilities makes sense to have in the game because it does add balancing in competitve gameplay. Where HMs really just don't, all they are is a inconvenience and that's about it.

I dunno whether it changed much, but I loved Surf on my Deepseatooth Clamperl, Destroyer of Multiverses, Unfathomable One, Most Terrifying Thing Known to Man (trick room team, gen IV).

I feel ya, Surf and I would say Fly are the only decent HMs worth keeping during the game. Competitively I only use fly now though since scald and water pulse are better than Surf.

I must get up to date, I basically skipped gen V onwards. :/

I've played them all gotta say X and Y in my opinion is absolutely the best one out there. If your looking to get back into it start back up with that one. What's really nice about it too is that while it does have new pokemon you also get to pick one of the original 3 starter for your team as well.

That sounds nice. I'm tempted, and my productivity is endangered.

Still doesn't make sense for a pokemon like Gyrados or Lapras the literal "Ferry Pokemon". Or Scyther who should be able to cut, or again Machamp with strength. Honestly it's just a mechanic they should have taken out in Gen 2 but left it because they feel that it adds more to the "puzzle" puzzle aspects of the game. At the very least they should make the HMs into TMs like they did with flash. There's really no point in your pokemon having to commit to a basically useless move. Especially when there is a move deleter in the game for just that one reason.

or maybe it's something they've included with balancing the competitive gameplay. I mean if they wanted to stick through with what you're saying, Alakazam would be able to have 1000 moves.

Indeed, it's a marketing strategy. Edgy shapes, colored "red and black" as "blood and death" is a popular combination for products aimed at young, male customers.

It's pretty much the same effect as with pink and fluffy things for little girls.
