That would make it easier for us, but a lot less efficient for the tree. The circular cross section has the most bending resistance per unit area. Actually, a pipe would work even better, but it would be impossible to grow a hollow tree.
We've actually become pretty good at getting the most from frees. There is no waste in the process. The scrap bits around the outside are made into stuff like OSB, particle board and paper products.

To the second bit - Height - I'm pretty sure they do, but that's a matter for the electrical people, like, the pole has to be high enough to clear all traffic, obstructions and such. Width - as in the diameter of the log? - I'm sure it could be designed, but again there's probably some kind of standard size that's a good balance between the needed strength, the cost of the wood, and cost of the installation. ... just speculating.
but wait... did you really just ask me about rules on how large telephone poles are? Really?

Not to toot my own horn here, but Timber is a pretty awesome building material all things considered.
Compared with steel, masonry, and concrete: it's cheaper, lighter, easier to cut, faster to assemble, completely renewable, stronger per unit weight, and environmentally sustainable. There's a reason why all our homes are built from it.
It's only disadvantages are less overall strength and increased fire risk.
