There at 3 different timelines following OoT, so it could be anywhere, but id assume it'd be the same one WW took place in, just much more distant in the future, but I couldn't say for sure.

Can't be after windwaker, as windwaker ends with them PERMANENTLY burying old hyrule underwater, and making a new kingdom, but this one shows what is clearly the ruins of the OoT Temple of Time.

No, and from what I've seen it's confusing the fuck out of me.
There is clearly a decrepit, abandoned Temple of Time on a hill that is the exact tame straight out of fucking OoT. In the video that showed it the player climbed to the very top of it and a fucking Korok straight out of WW appeared?
So shit seems like it's all over the place.
I'm getting Dark Souls 3 vibes.

No sign of flooding at all. But still the Korok was there, which only exist because of the flooding.

The Kokiri were originally Korok before anchoring down in Kokiri Forest, and became Korok again after the need arose to plant a new Great Deku Tree. The flood had nothing to do with that aspect of their physiology.

Well, it's been made clear at least that for some inexplicable reason the entire kingdom of Hyrule has just kind of fallen into disrepair. Ruins everyone, barely any sign of anyone other than Bokoblins. And it was once apparently full of super advance technology. Yeah, the glowing blue shit isn't "magic" anymore with Nintendo, they've straight up said it's just futuristic technology. So the game's kind of a sci-fi now.
Ultimately, I have no fucking clue. I'm pretty sure they're intentionally being vague as fuck.

Once again, some inaccuracies, here. Nintendo stated during the livestream that the map actually has many villages/towns/npc's, but they removed all of them from the e3 demo to keep out any story spoilers. Bokoblins are limited mostly to the plateau (a.k.a. the explored area in the demo a.k.a.like, 2% of the overall map). Once more, unambiguously stated during the stream.
The "technology" is supposed to be a mix of magic and tech (again, stated), but given that the first Zelda game was originally planned to take place in a technological post-apocalyptic wasteland, with computer chips instead of the triforce shards, I'm more intrigued than anything, as that may very well be the premise of this game.
tl;dr, they've kept most of the story out of the demo, but were very, very forthcoming with information if you actually watched the livestream. However, most "game journalism" sites didn't pay attention to the conference, and went entirely with the demo as their premise of what the story will be.
