I don't think anyone really expects balloons to explode if they're not over inflated.
She was shocked and hurt, whether or not she overreacted or deserved this we can agree on, but let's not twist reality just to ridicule someone we disagree with. That's a whole lot more pathetic than overreacting to getting stuff in your eye.

The balloon didn't pop of natural cause, it popped because she was prodding a copper with it. You can expect that if you poke anyone with a balloon. At no point have I ridiculed her, I don't know her. At no point have I said she's a bad person either. Just that she got the expected result of her actions, and acted as though it was some surprise.

She wasn't shoved, a balloon was popped in her face. Something she could have predicted would happen, since she was poking a cop with it. This is an appropriate reaction... For a toddler, not a grown woman.
