I don't think so. The Scandinavian countries typically focus on rehabilitation rather than punishment, and surprise surprise, they have some of the lowest re-offense rates in the world.

of course it works. if you show someone how good his life can be if he gets a normal job etc etc. he will get used to live a good life and therefor try to keep that life outside of prison too.

Crime in Norway is nothing compared to in the U.S. and their prisons exercise rehabilitation rather than our "lock 'em up and throw away the key" mentality.
