It's used to clarify elipsis usually as #46 and #55 have said ^^

It's essentially a word or person that is implied but not specifically mentioned.
So if you see a quote and then something like that, it means it was implied by what was being said.
You may also see [sic] if something was spelled wrong by the person who originally wrote it but spelled something wrong (or spoke the wrong way). It signifies that the person who quotes it isn't a dumbass, it's the person who originally wrote it that goofed.
