It's very simple.
If you expend more calories than you consume you will lose weight.
There's no secret magic involved.
If you PT daily in the army, and eat healthy as you say, then how about after work you go on a 2 mile run everyday, or a 30 minute swim.
You're clearly not expending as many calories as you're taking in or you'd be gradually losing weight weekly.
Your run time is great, that's awesome, but 203 @ 5'9 IS obese. I'm 73 inches and the Navy only allows me to be 205.
You're doing something wrong.

I've no issue with an obese man exercising, that's great and healthy. It should be done, the guy who penned the letter IS an ass hole. But all of this bull shit on the internet about fat being healthy and beautiful is plan stupid.
No human being was designed to weigh that much, it's NOT natural. How do I know it's not natural? Because for tens of thousands of years the ONLY fat people were extremely wealthy. This was because being obese was a sign of wealth, because the average person could not consume enough food to get to that weight. You mean to tell me in the last 100 years fat became natural and beautiful? Fuck no.
