I cosplayed before and asking to take a picture is polite because the cosplayer can prepare for it, pose for it so they don't have to see pictures of themself on the internet that look like shit. Also some people ltake pictures of cosplayers while eating or dressing or anything which is rude.
For grabbing, it's just plain rude. If someone wants to say, touch my hair or part of my cosplay and they ask nicely then sure, I don't mind but random people coming up to you and starting to touch you is creepy.

Anyway, sure why should they, bit it's a personal choice, just like someone colouring their hair (let's say) green.
You do it for yourself mostly but also that some people can look at it and go: Woah, or Ugh, but that doesn't mean you want there to be taken pictures of you or someone touching your hair because of it. Right?

It's just simply more polite to ask first, and it should be respected that not everyone wants there to be taken pictures of them. Afterall, how would you feel if someone took a picture of you while in your bathing suit or whatever?
