Newfoundland was the first part of what we now call Canada to be settled. It did not become an actual province however until 1949. It was the last to join. Nunavut was the last territory technically in 1999, when The Northwest Territory was split into two and the eastern side was named Nunavut. Not a clue why they did that though.

Apparently Nunavut was split from the rest of the Northwest Territories because of an agreement between the Canadian government and a non-profit organization that represents Canada's Inuit population in order to create a separate territory for the Inuit.

Most states were territories of some sort before being states. You can't just become a state because you're now apart of the US. You have to meet requirements to become a state which mostly deal with population and the approval of the governments involved and probably other things I don't know about.
