The amount of money that actually goes towards unemployment benefits is so miniscule that seeing it redistributed to education would have virtually no impact. You'd be better off taking money away from the defense, health care, or pensions budget which are astronomically higher.

the only reason corporations can get away with paying so little is because they know the government will foot the bill and give them welfare to make up for what they should actually be paying them. removing welfare would be beneficial in the long run.

either that or more government involvement and regulation with these corporations. either would work

They base it on a number of factors such as income, dependents and race. I have seen people get several hundred dollars a month in food stamps and others that get less than a hundred. I currently don't have a job (living at home, going to college) and I don't qualify for either because the household income is too high. To get the most out of any government aid you need to be living in a household with no taxable income, have at least one kid (although I think they capped it at 2 or 3 kids so people don't pop out 15 kids to get more money) and be a minority. There are people that fail out of school but know how to manipulate the system to squeeze every dollar they can out of it so they don't have to work. There is also the issue that welfare pays more than a full time minimum wage job (not that one actually exists) so it just isn't worth it for a lot of people to try and get a job because they aren't educated or skilled enough to find something that pays more than minimum wage, but I think that is more of an issue with the education system and minimum wage laws in this country (although welfare in Hawaii is equivalent to a $17.50 an hour job).
