Well, thats a one time thing - and not a yearly event at all.
Its from a phenomenon which happened here (I am Norwegian) with "slow-TV" - it's explained in the link you showed. I guess people just put it on in the background while they did something else.

I'm not entirely sure, apparently it was a minor fuck up by Bethesda, the commanders are marked as essential just in case there is some random Dragon Attack or something,but as a consequence it's impossible to actually clear the camps (unless you're on pc, of course)

I just find him as a decent way to level Shield and other combat stuff, when I can't be bothered to just piss off a guard or something

I had zombie cicero, after a while, he just dissapeared, after some days, I was walking near falkheart and then cicero appeared!, I sincerely said, "Oh CICERO!"... feel kinda bad for this event cheering me up, then killed him and got the loot I stored in him, got him back, after another week, he was gone for good, never found him again, I miss cicero =/

Oh Cicero... stupid bastard, the one time I had him as my companion he could just never shut up, like ever. Granted out here I liked it, because he was amusing, but I was just imagining what my then character (This big bad mother fucker of an Orc) was thinking when Cicero would just be talking shit as they were trying to sneak for once in their life, like talking loudly a bout a foot from the patrol man

So I did what anyone would of when they couldn't be bothered to just crush his head in with the Mace of Morlag-Bal and drop his trapped soul in a river (which is what I do to people I particularly don't like), I sent him off to the middle of this Stormcloak Camp in Whiterun (I always play as an Imperial Soldier, so they'd be hostile) who has this god damn immortal hiding out in there, and just sat back and watched as Cicero was slowly beaten into jam by the overwhelming force.

It was quite satisfying

Eh, it was my first play-through of the game and I wanted to see what the magic was like more than focus on weapons, in subsequent characters yes I did run the gambit of basically every class choice, and find a warrior with some enchanting and reguvination and thief abilities is my jam (though I still love the Conjeration, Destruction, and Alteration trees, I simply don't have the Perk Points to devote to all of them, nore do I have a plausible reason as to why they would know how to do it (I like to do at least mild rping in games like this, I mean I can't have him be a BAMF Warrior, Master Thief, and Lord of Magic, who am I Mary Sue?

leason 1 playing as mage - Always have minion summoned. Always.Two is even better.
leason 2 - take care of your meatshield. Give it top equipemant. Concentrate your fire on enemies that do most damage to it and leave it up to minions to mop up the rest

(Oh this was a long time ago, like first month after the game's release, I know this very well now, but just for funsies I'm going to plop in two of my own lessons)

Lesson 3: No matter what character, thinking about leveling up Smithing and Enchantment is always a good idea, this usually being able to support Lesson 2, among the other benefits this will bring, Speech is also an idea, however it shouldn't be a priority as much as enchantment and smithing

Lesson 4: Learn to listen, if you're walking through the forest, knowing where that Sabre Cat's roar came from can mean the difference between a mildly eventful stroll and a sudden and unexpected apendectamy

Classic Rock, Grunge, Electro Swing, Jazz, Big Band, Tribal Rhythm, Classical, Easy Listening, New Wave, Early forms of Rap, R&B, Country, Blue Grass, and it goes on and on

About the only thing I refuse to listen to is modern rappers and most forms of Pop (there are some exceptions to this rule, but it is very few and far between)

Honestly, with Hanako being a very very close second, Rin is my favorite

This is not fair, for a couple reasons, one being that I have only played 3 Routes, (Hanako's, Rin's, and the first half of Emi), Rin is my favorite because just how absolutely crushed I was when I got the Neutral/Bad ending, How much of a complete and utter failure I felt as I saw what I had caused through my actions

I probably would of been the same if I got Hanako's Bad ending first (which, I refuse to play for obvious reasons), and I am not far enough into Emi's to make judgement
