Exactly what you see. You make a fictional or non-fictional nation, and roleplay as the collective mind of the nation's rulers using rolls to determine the success of your nation's efforts. You pick a political alignment for your nation, strengthen your economy, expand your borders, and fight other nations for any reason, whether it be god, glory, or gold. If you are starting off, you can even start a civil war within another player's land to get off to a good start.
Right now, there are two cradles of civilization. Mesopotamia (the ones that I've been posting) and the Far East (the ones that tmstyrant has been posting). The two exist on the same planet, but are GMed (Game Mastered) by two different people for the sake of more consistent turns (the first two nation builders ended quite quickly). If you want to join, you can either start a civil war in either area, or you can make a new nation in the Far East location.

To learn how to play the game, buy the Player's Handbook, the Monster Manual, and the Dungeon Master's Guide for whichever version you want to play. 5th edition (the newest) doesn't have the Dungeon Maaster's Guide out yet, so you might wanna try a different edition if you wanna start right away. If you don't have the available money, maybe go down to the bay and meet up with some pirates or something hint hint wink wink Next step is to find a group willing to play. Pick up a pre-made adventure on the web for first level players, have your friends make characters (or make a character, and have a friend DM), and give'er a whirl.
If you wanna get a group together, just ask your friends. You'll be surprised how many people know about DnD and are interested in it. If not, then just go down to the local comic/nerd store and ask people there. Not even just the store manager/clerk, but most customers will jump at the chance to tell you about the game and invite you to their group. Just watch out for groups of weirdos. You'll know when you find them.
