It is hard to tell if natural selection still affects humans to any meaningful extent today, considering how much our lifestyle has improved. Whatever the truth is, I'd say that eugenics would accelerate human evolution as a forms of artificial selection. This is of course by no means ethical. Ethics is a messy subject.

I would say natural selection does affect people in first world countries, as long as certain kinds of people have more children than others. Those genes are passed on over the genes of those who choose not to have children or do not find a partner. But this is not anywhere as meaningful as natural selection for wild animals.

I don't think that's really counted as natural selection, breeding isn't exactly it. The whole idea about natural selection is that the ones who excel and survive are the ones who pass on their supposed superior genes, nowadays the majority of people are catered for and have very few fears of natural occurrences, and they could be some asthmatic, muscle deteriorating disease and they'd be cared for, looked after and would possible procreate at some point passing whatever it is they have onwards, as well as other recessive genes, whereas before, if you got sick - if your immune system was fucking terrible you died, over time immune systems got stronger because of the people who lived passed it on, now there's vaccinations and other medicines, immune systems are getting weaker nowadays because of this, and this is just one of the things that are changing nowadays due to the removal of constant predators.

Genes are passed on by breeding. People that have more children than others will pass on their genes more effectively, more children to potentially have children etc. If the circumstances that lead us to have more children or not have children are even in a very small part genetic in nature (physical appearance or even mental disposition) and considering the number of humans populating the planet, then natural selection is still occurring, although to a much weaker effect than to wild organisms.
