No, not necessarily. It all depends on two major factors. The first, is what you want from a workout plan. Do you want to be a body builder? Endurance runner? MMA fighter? Or maybe just be a generally healthy person (Casual workout). The second factor follows the workout plan of your choosing; it's your diet. As you might imagine, there is a HUGE difference in diet between a body builder compared to a person trying to lose fat. Typically, a person who is trying to lose fat will have a high brotein/high fat/low carb diet, while a body builder will have a high carb/low fat diet. It is all truly confusing, and involves weeks, if not months, of studying through forums and various websites to understand the vast, complex system of the human body when it comes to dieting and working out. But in time, a person who consistently tries to improve his/her general health will begin to pick up the knowledge thats needed to maintain said health. But HOLY SHIT. To answer your question, I am not sure... Both have a lot of health benefits, it really comes down to whats preferable. (I love me some rice and chicken).

Both fat and carbohydrates are important for storing energy. When you consume carbohydrates, your body breaks them down into glucose, which it uses to fuel energy metabolism (Keep in mind, carbs is an instant source of energy, it doesn't take long for it to be broke down and used for instant energy). Fat is broken down into smaller fatty acid molecules and cholesterol, where the blood carries them to different parts of the body for storage. So, they are both used for energy, but in very different ways. They are also vital to a persons health. Brown rice, is full of vitamins, including the important B vitamins, and very high in fiber. It is also high in carbohydrates. By noodles, I am assuming you mean that instant white bullshit. Don't eat that. It is very high in saturated fats and LOTS of sugar. Though, I do enjoy some WHOLE GRAIN noodles, which is also very healthy for you. I hope I answered your question.

In BROWN RICE, it has 5g of brotein and 45 grams of carbs in 1 cup, with a little over 200 calories and VERY high in fiber (Nice poops m8). It is the staple of a body builders diet. Rice with chicken. Rice with vegies. Rice with a protein shake. Corn flakes for breakfast? Fuck that. Rice.
