Yes, but mostly due to fear of financial repercussions, that usually follow a public outcry. However, if we just go and blackout every time something happens we don't like, it devalues the acts every single time. Proper, educated boycotts work; blackouts normally due by blind luck.

fair enough, either way I think we can agree that the first thing that needs to be done is educate the public, I have a feeling not a lot of people are aware of CISPA outside the general internet community, a similar problem SOPA had.
