Honestly stainless steel didnt exist back in the day so everytime it rained it would put a thin layer of rust on the armor which was a bitch to get rid of. And honestly rust is a killer in combat, unless the armor is grossly beaten to hell then you are good.

Stainless steel is too brittle for serious armour. Carbon steel is preferred. But you're right about the rust

Simpy cleaning your battle worn suit to prevent rust won't make it gleam.

But carbon steel needs to be oiled to prevent rust. You should also buff out any scratches and blemishes to prevent rust from getting a foothold. So while you wont go for a mirror finish it will still ideally be shiny.
