I always heard it as the second way. My Granddad is a Vietnam vet and he talks about over there a bit. He's going over there soon, scouting out for the second trip I'll be going on.

Vietnam's "grammar" is like North America's "grammar".

In the South (I'm talking about America), people have the "Southern" accent and say things like y'all and call every soda coke. The Northern region talks differently. It's the same language and everyone understands each other. It's just different. Vietnam is the same in that way.
