Can't spot train fat. The body decides where to put it and where to take from and there's really nothing you can do about it.

You can decrease your overall body fat percentage by either dieting down and maintaining muscle, or by putting on muscle mass

Keep working. You've been going a week. Keep working hard for 7 weeks and you'll start liking the improvements you see in the mirror

Just give it more time. As you build more muscle mass, that type of thing becomes irrelevant, especially if your diet is healthy, it'll go away with a bit of time.

This will give you your TDEE - aka the number of calories you burn a day

subtract 500 from that number and count your calories each day so you eat that number. HOWEVER, since you said you have little body fat, as a novice, you should be bulking while doing strength training. You won't magically get muscles from not eating a surplus.

I dont' think you know what you're talking about.

Exercise is exercise. He will lose weight if he burns the energy. Weight lifting burns energy. I know plenty of people that do heavy strength training and lose weight, then do the same routine but gain weight.

Put if he Power lifts he will just change his fat into muscles. And if he wants to slim down at certain areas he has to do cardio exercises.

That's not how that works. You can't change a fat cell into a muscle fiber. You could do as much exercise as you wanted and still gain weight. It's all about how much you eat. Weightlifting while eating fewer calories then your body needs will cause you to lose weight, just like any other exercise.
