< Not a marked car.
Evading arrest?
You have seen the whole video right?

The lights don't even come on until the whole thing is nearly over.
And he does pull over at the earliest opportunity.

Reckless endangerment?
His charges were reckless driving and speeding. Neither of those are felonies.

Unmarked car. Guess he wasn't eluding was he.

The officer did not turn on his siren.
"Ramming the bike was necessary" And illegal

"well within bounds"

Let's run this down.
1. Traffic stopping a motorcycle.
In Oregon it is illegal to stop someone on a motorcycle using spikes or collisions unless that person has committed a felony.

2. Apprehending
It is illegal for a police officer or deputy to use excessive force after the fact.
After the fact would be compliance.
It is a fact that he was complying with the officer.
He broke the man's collar bone and bruised his ribs with that one kick.

3. In trial
The officer claimed the hit was an accident because of "brake fade" though you can see in the video that his brakes worked fine after he hit the man.
He also claimed that the kick was not meant.
“already had the muscles fired” was a claim the officer made.
It was an unstoppable kick.

This officer was later promoted to Captain.
And the City had to pay $180,000 in damages and more in court fees.
This is a bad cop.

Both 2 and 3 I already made clear in my comment were bullshit. So outlining them is just a waste of time. I said the kick was stupid. As for your first (and only) argument, not only is a citation needed on that, but you need a citation for "evading arrest" and "reckless endangerment" not being a felony.

Too pretentious, man. Try less.
