still, "self upkeep" is fairly arbitrary. You can put a lot of effort into your appearance and still be breaking school rules. Also, the responsibility the school should teach should be centered around work ethics. I've been in a school with a rigid dress code and lax teaching standards. It shouldn't be a high priority in any school, in my opinion.

That's part of the reason why the UK still imposed a uniform in most schools. It cuts down on clothes-related bullying, it promotes unity, makes it easy to identify which kids come from which schools on school trips, gets them ready for work-clothes, etc...
Really there are some enormous benefits to uniforms that aren't outweighed by the positives of not having them. Plus, in the UK we use it for charity too, having days where kids can come in in their home clothes if they pay a pound to do so, which then is given to charity. It makes the days more anticipated and breaks up the monotony every now and then.
Even as a Kid I've never understood the US schooling system. From the lack of uniforms to the pledge of allegiance (does that still happen? Even the name of that propaganda is fucking terrifying) I've never understood it.
Do schools in the US have houses? In the UK many schools have houses named after saints or some shit which promotes unity and healthy competition during events like sports days, etc.

The pledge of allegiance is done at the start of every school day and the national anthem is played at the start of every sporting event. Standing and saluting is pretty much mandatory at both, unless you're disabled. The kids don''t really stop and think about how creepy it is, just because it's been so ingrained in their heads since their very first day of school. Anybody who does ask about it never receives a satisfactory answer for why they do it.
US schools don't have houses, ever, not one school out of the many I've attended. I suppose you could kind of picture each school as it's own house, competing against the other schools. There was a lot of inter-school competition at my last school, though being in the middle of redneck-land there wasn't a whole lot else to do. The competition was fairly healthy, except for "that one school," who, if this was a Harry Potter type thing, would be the Slytherin of the Houses. Come to think of it, their colors are even green. Dicks.
tl;dr Sometimes Dress code, pledge of allegiance is creepy but standard, and no houses.

The house system is usually similar to the one seen in Hogwarts but generally it's less strict and most classes are put together regardless of house-affiliation. The houses are really just there for kids to rally together when sporting events start up.
Most schools aren't very competitive in the UK so very rarely do you find schools pitting kids against kids from other schools. It used to happen more often but once the free, comprehensive schools started popping up that kinda stopped. There are some exceptions, like Hagley and Heybridge High which are two competing High Schools that are literally situated right across the road from one-another. One's Catholic and the other is unaffiliated and the two compete a lot. It's odd since you see the kids coming out of both schools at the same time and walking down either side of the road in different uniforms.
Universities though? Holy shit the Universities can get competitive. It's healthy competition but it is fucking historic like the Oxbridge Mellon Boat Race that has been a nationally-broadcast annual event for nearly 150 years now. (Pictured Left)

Just FYI, every comprehensive school I've ever been to has had football, netball, hockey, rugby and athletics teams. We competed regionally and sometimes nationally if you are put forward. Every county in our country has a county football team, accrued from players from school teams throughout the respective counties (I think rugby possibly follows suit). Athletics events are held at special tracks annually, although a lot of the tracks are seeing closure sadly.
Otherwise, you're spot on (our houses were named after sporting venues, our contemporary school's was the names of old boats).
