He shouldn't even be using quotations because he is not quoting anything and it is already given that he said what is in the quotation marks. In other words... the author of a book wouldn't quote a narration.

It's no problem, countries (especially the US) are different. Things like temperature, dates, grammar, spelling, and other ***** are all different, tho one day I hope the US can change it's imperial system to metric. One can only hope :\
