not only does it cover it in the trilogy but the wiki page also states:
As the Forerunner-Precursor war drew to a close, the few remaining Precursors that were pushed out beyond the edges of the galaxy to Path Kethona sought vehement vengeance against the Forerunners. A few Precursors were spared by the Forerunners, while others became a dust which could regenerate into their past forms. Over time this dust became so corrupted that it could only cause horrific diseases. The Precursors saw a chance for revenge and so they purposed the Flood to destroy the Forerunners as a final act of vengeance against them.

Ahem. Actually the flood although im not sure where exactly they originated did not come from another Galaxy. In the milky way after the forerunners nearly killed every single precursor they could find the last remaining ones turned themselves into a dust which the humans discovered and that turned into flood blah blah go to comment #21 for more

You need to read up. Flood spores float through space until they find a species that can host it. Across galaxies. I cannot be educated of the flood by a non-Bungie (or 343 now) employee. Nothing interests me more.

While you are right that there were originally 12, they wouldn't have covered the entire universe. As far as i know, the 5 that were destroyed were just a bit of an extra effort to push the Flood back a bit farther. Also, the Halo Array is all of the rings, not each individual one. Another also, it was the Monitor for the ark that ended up going rampant and destroying the other 5, Medicant Bias.

Actually, there would have to be at least one already. Otherwise the flood would have died out, and it doesn't just leave food behind. Unless the entirety of the Flood was broken down into the spores that infected the Milky Way before the first firing of the Array, there's at least one galaxy completely filled with them, using the technology of some race far more advanced than the Forerunners.
