No they're not. Ragnar Lothbrok is Danish, they are living in Denmark, and are under the Danish king in the series. It's literally the whole plot point of when they travel to Uppsala, that they pledge themselves to the Danish king.
And mythologically and historically too Ragnar and his sons are Danes.

The tie-in book The World of Vikings confirms that Kattegat is located in Norway. This is again confirmed in the latest series when King Harald shows up and tells Aslaug that his ambition is to become king of all Norway, to which she replies "then you would have to overthrow my husband." as seen here www.youtube.com/watch?v=U-dw1ttSmAI

Don't bother trying to figure out what's going on with the history or geography in this show. There are no mountains like that in Denmark, for example, nor are there any significant mountains around Uppsala.
Why would the king of Norway be living in Denmark? Because Norway, Sweden and Denmark were not a thing back then, just like England and Scotland weren't - so even if Ragnar had power over Norway, it wouldn't make a difference if his throne was in Denmark.
Also, mathematically speaking, Ragnar's people probably have an equal measure of descendants in all three Scandinavian countries rather than just one, so it's pointless for people to claim any ownership to certain historical individuals as they do.

Say hello to one of Denmarks many fjords, Vejlefjord. Another worthy mention would be Limfjorden.
Denmark has had a lot of influence on Norway throughout history. During the time at which "Vikings" is supposed to represent, Denmark and Norway was not yet united under one king, but came to be during the series. However, Denmark has always been the place of the "throne" of the two.
In real history though, Ragnar Lothbrok has been mentioned more times as being the king of Denmark, because of him being a legend. The cast and directors has also confirmed on more than one incidents, that he is in fact danish, and that the series takes place in Denmark when the vikins are "at home". Not in Norway.

One point, that is a fjord yes, and now I know that fjords are exclusively a Norwegian thing, but that fjord looks nothing like the ones shown in Vikings.
The second part, I hadn't heard that they creators said it took place in Denmark.
But like what Hudis said it's better to just not put him anywhere based on what they say in the show. So I recant my statement.
It's get's confusing when they ride to Hedeby, an actual Danish town in southern Jutland, but yet they also ride to Uppsala which is in Sweden. They call him the king of Norway and show Norwegian fjords.
Ah geez whatever..

I still strongly believe that they are based in Denmark, but you are correct that they do not look like danish fjords.
It's really stupid that they just say "he's norse" and then don't really go into detail as to where he is from... It leaves us scandinavians confused
