No, it's more like, I value my life over my attacker's life. In EVERY defensive firearm course, people are trained to shoot for the chest, because it has the greatest chance of stopping the threat. The goal is to preserve your life, not your attackers.

Believe if it not, if you know legs work, you'd know that they do not shift very much from their central position as they transition between a step cycle.
An area such as the thigh, when a target is approaching you, and is quite close to you, is not difficult to hit because it does not sway much.

Plus IIRC an officer has an average of 15+ shots at their disposal.

it may be an easy target, but there's still a huge risk involved. The femoral artery, located in the leg, can be ruptured by the bullet and the suspect would a.) lose consciousness after 30 seconds and b.) die after 3 minutes, if the flow is unrestricted.
Not only this, but some police precincts issue sidearms with heavy trigger pulls in order to prevent negligent discharges - NYPD uses 12lb triggers (approx. 6x the weight of the actual firearm!) compared to the maximum recommended weight of around 4lbs.
Finally, the fact that the officer used a lethal weapon for nonlethal purposes comes into play. If an officer shoots a suspect, the officer is expected to aim for the center of mass (the torso) because that will cause the most lethal damage. To try and incapacitate a suspect without outright killing them implies that the officer was not in fear for his/her life, meaning the suspect, if still alive, can press charges and sue for damages.

75k is the US national average. They broke it down by state too - in a place like Hawaii - you need to make 120k. Naturally, if you live in a city like NYC - the amount would probably be something like 150k or higher. 75k in rural Iowa? Sure, sounds right.

Beyond that - they measured all sorts of things and they found that your 'Day to Day' happiness stops increasing with money. But all sorts of other things kept getting better.

This isn't even really a study - it's just a survey. It also ignores factors like net worth. If you have a 500k house paid off, it's easy to live on 75k per year. If you have no savings and want to have a nice house, with a 400k mortgage - 75k per year isn't a lot.
