Maybe the provider advertizes fiberoptic with speeds of "up to x", which means exactly the same as "less than" but sounds better.
And I presume the data represents speeds that are actually achieved when streaming in netflix. Many other factors play into that (maybe the user's hardware, provider's server structure and connectivity to the netflix servers etc.). For example when i make a speed test on a website it shows 40 mbps but when I actually download something (let's say a game on steam) I hardly ever get more than 2.

Also just because you book a fiber optic rate/tariff that doesn't mean that it's available in every region. In rural parts it micht switch to DSL or whatever.
And having fiber optic to your house does not mean it's fiber optic to desk. If at one point it switches to a slower connection it will affect the overall speed of that user

Just putting it out there. Complexity and intelligence isn't necessarily the best survival strategy. If the Earth were to suffer an apocalyptic disaster, a lot of microscopic species would have a way better chance of survival than ours, or any other complex species, for that matter. We like to think of ourselves as the top of the food chain, but microbes eat away at everything, living or dead, and can survive in much harsher environments than any complex life form could hope for. Even if we manage to spread out into space, those stupid little blobs that are too simple to even understand that they exist will spread with us wherever we go, and their descendants will likely still be there long after we're gone. I'd say it's highly likely that the majority of life in the universe is too simple to think, nevermind figure out interstellar travel.
