I'm not the anon, but he is right. It's friction welding, the piece on the right is clamped in place, the left piece is spinning at high speed, not vibrating.

The atoms that make up everything are moving to some degree, depending on their temperature. This is true. But it's not the vibration of the molecules that's fusing the metal pieces together, it's the intense heat due to friction being caused by the rotation.

Alright then. You can argue semantics all day. Yes, temperature is a measure of how fast the particles are vibrating, but you're missing the bigger picture here. OP is implying that the apparatus is causing the metal pieces to vibrate, and reach a temperature where they can be welded. This is false, It's a rotational device similar to a lathe that is pressing the pieces together while rotating one of them, producing heat due to external friction between the two pieces rather than friction between the molecules of each individual piece.
