That's actually brilliant.
They can artificially extend the life and relevancy of the game in a manner similarly to episodic games like The Walking Dead. Since they're in essence just cutting parts off, though, they don't have to justify charging more like some DLC still has to because they're not actually developing it after the release, and since it's free, the consumer has almost no reason not to get it, and thus is playing the game over a longer period of time and encourages others to buy it over that time.
Titanfall 2 has been doing similar stuff as well. LOVE THAT GAME!!!
Well yea that 'could' be the case but if they wait more than 3 years the engine might need an overhaul, many things might change, somebody's gotta pay those people.
It's not like W3 had lack of content in the base game.
Or it could mean that they wanted to release the game, and they had some other extra content in the making, which wasn't necessary for the game itself, so they released the game for the public, and by the time people will buy it, the extra content would be done and released for all who asks for it.
OR this is a copy that was shipped a few months after release and they added this note to it, to let the buyer know there is a bit more content to get right at the get go.
