In all my life I have only ever seen trolleys where all four wheels swivel. That would probably explain the miscommunication here, maybe this is a UK-America thing.

Ehm I'm fairly certain you do steer trolleys. You apply force on the handle opposite from the pivot point to where you want to move it to. If you wouldn't be able to steer one you'd literally have to lift it up and place it down each time you'd want to move around a corner.

That being said it's not very agile whatsoever and thus not exactly suited for a bike. But perhaps he's a lazy prick and the supermarket's but one straight street away eh

What I mean by "you don't steer trolleys" is that there is no steering mechanism other than forcible changing its momentum by pushing and pulling it in different directions. The wheels swivel about freely, so have no influence on where the thing rolls, as a matter of fact the direction of the thing's momentum influences what direction the wheels point. You don't pick it up to go around a corner, but if I roll a ball at a corner and have to give it a kick to make it go around rather than hit the wall, I've made it change direction but it's still not a steering mechanism.

Turning a trolley = Changing the axis of the trolley, but no influence on how the trolley will roll relative to its axis. i.e. if the trolley is in motion and you turn it without pulling/pushing on it to change its momentum, it will continue on the same path whether it's facing forwards, backwards, sideways, or spinning.
Turning a bike = No change to the axis of the bike, but changing how the bike will roll relative to its axis. i.e. you don't change what direction the body points in, just the front wheel, so if the bike is in motion and you move the wheel the bike will start steering left, right, etc.
A trolley with wheels that swivel freely about the legs they're mounted on do not work in the same way a fixed bike wheel does.

the same way you steered the cart before, you use handle.

You don't steer trolleys, you push them in the direction you want them to go, and as an optional extra you turn the trolley to face the same way as you so you don't look like a prat by pushing it down the aisle diagonally.

Even if he uses the handle to turn the trolley sideways, the swivel wheels are going to take the path of least resistance by rotating to face the way he was already going, and he'll plow into whatever he was trying to steer away from.
