I'm not talking about gun crime in America, the problem I'm talking about is that any 18 year old can open carry a handgun regardless of mental health or stability - you can't tell me that's a good idea. I'm not saying I don't wan't 18 year old to won guns or be able to carry them, but to do either without any kind of evaluation of testing seems absurd to me. This is how guns get into the hand of those who abuse their right, and again - I'm not talking about criminals, I'm talking about people who aren't criminals yet.

Also, you are completely wrong about that federal restriction - in my state: Gun laws in West Virginia state the legal age requirement to possess or purchase a rifle, shotgun, or handgun is 18 years of age.

Minimum age to purchase a handgun from an FFL holder is 21, no exceptions. Private sales are by unlicensed dealers are a different story, and generally if you are 18 or older it is legal.

This means that you cannot walk into a gun store that is a federally licensed firearms dealer and buy handgun or handgun ammunition if you are under the age of 21. However, if your father, uncle, family friend, best buddy wanted to sell you a handgun and you were both over the age of 18, but under the age of 21, it would be legal in your state.
