It has been a while since I've taken an Anatomy&Physiology class but with my knowledge of how tissues and cells work, I can provide a pretty reasonable explanation for this.
As scienceexplain said, to some degree, not tensing up does help a bit as you don't put extra pressure on your bones but it's not the only reason.
The child is obviously still growing, which means that a good percentage of his bones are still going through ossification, which means his bones are still cartilaginous and have some flexibility to them. This prevents them from breaking.
Another thing that has the child standing up so quickly, is due to the quick stress response that children have. At that point, the child had a greater amount of adrenaline flowing through him then the adult, which temporarily causes his brain to ignore the damage, and look for a way to get away of the stimulus causing the stress (the stimulus being the car running him over). The reason why children have an overreaction stress response is due to them not having been exposed to certain stimuli for as long as the adults have.
It is for this reason why the kid didn't pass out, but the adult did.
I call upon bioexplain to asses my response and confirm or refute it

It also looks like the tire went over the neck, and not the head proper. That might help explain the liveliness of kid?

Most likely that he didn't have enough time to react and therefore didn't tense. When you don't tense, things are less likely to damage. In babies, there's a reaction where you can't tense and they can survive falling from buildings.
Or this kid's tough as all hell.

There was actually a case where a man was ripped from a mobile home by a tornado and thrown about two miles (Well, moved that far.) After landing, he had no broken bones, only minor injuries. He was okay because as he was ripped out, he was struck in the head by a lamp and knocked out, therefore unable to tense up. Scienceplain is a pretty smart cookie

Enginerd reporting for duty here. In addition, wouldn't the fact the car is on an uphill surface sliding down (and also noticeably falls down on it's back wheels while hitting the kid for round two) play into it? It would make the prime force in the situation be directed towards the back end of the car, therefore, the kid wouldn't have felt all the fucktons of weight being rolled over it.

As you age, your brain relies more on reflex and sense to trigger tensing to prevent attacks. It's more to do with primal reaction to combat over mates and stuff and also to prevent being hit by thrown and flying objects. As you age, your body handles shock and that a lot better if you can do it right. Not really many situations where the human needs it anymore, I suppose.

Also, our cartilage ossifies and our bones fuse. Our ability to heal goes down as well. Evolution has turned babies into blobs of jelly that can take a hit and absorb the shock without a problem. However, that prevents any kind of real structural strength, as the bones are broken into unnecessary sections joined by nothing or cartilage. Humans need to have functional strength in terms of both muscles and bones later in life to fight off predators and to hunt. I suppose if we could feed ourselves and reproduce without ambulating, we'd retain our fluffy ass resilient bodies and look like the fuckers from WALL-E.
