The number itself is not infinite, but the decimal representation is.
Infinity itself is a strange concept and there are countless (lol) examples how to fuck with the brain using infinity.
Imagine the following situation: You have infinite cups, each containing 1/10th of the previous one. 1 liter, 0.1 liter, 0.01 liter and so on. You fill all but the first cup with water and pour them into the 1 liter cup. Clearly, there is now 0.111111111.... l of water in the cup. It is a finite amount, but you can't picture the number (in liters) itself.
Now you might argue, that you only got this result by using infinite cups. But mark the 1l cup at the hight of the water, pour it away and then refill it to that mark. It now again has 0.111111111.... l in it. The mark on the side of the cup simply marks an amount of water, that has an infinitely large number when written in liters.
And with pi it is the same. It is some kind of ratio, which happens to be (among other things) infinitely long, but it is still a number somewhere between 3 and 4.
Keep in mind, that this needs the irrational numbers, pi is in. It takes some time to get used to that.

Hold your hands 1m apart. Clap.
You just moved your hand 0.5 meters, then 0.25 meters, then 0.125 meters, then 0.0625 meters, then . . . , then 0.000000953674316 meters etc.
But your hand still clapped. As numbers get infinitesimally small, there can be infinite digits to numbers. It's weird, but it's true.
