I have a custom water loop in my PC and I can agree with what this guy is saying. You see, water doesn't actually harm electronics. It's the impurities in water (such as minerals and other particles) that make water have conductivity. I actually did my own science experiment with this once with tap water vs. deionized water for my computer.

I took a old, live power supply and submerged a hot lead wire from the PSU into a container of tap water and then measured with a multimeter, the amount of of electrical conductivity the tap water had versus the deionized water. It was tricky, I had to use a container perfectly clean from impurities and the works. Eventually I found out the tap water was slightly more conductive and carried an almost steady electrical charge.

Now why did the tap water have impurities? This is normal. Normal tap/drinking water contains minerals that are essential for the human body. Drinking only distlliled/deionized water 24/7 can have detrimental effects on humans and animals. Unfortunately for electronics, though, water does not mix. It is very likely that the motherboard being rinsed in the sink in this picture could very well break even if completely dry if any impurities from the sink stuck to it.

This is why floods and powerlines don't mix. Flood water is the worst because it has several particles in it from the road that increase the conductivity of the flood water. Touching it would be like grabbing the powerline itself.
