there's no perfect vacuums, but in an ideal world it would work.
a regular spinning top would also be perpetual if you dont consider air friction and the friction with the floor.

the concept of perpetual motion machines implies that there is a force being exercised on the moving object for an infinite amount of time with only one application of force from outside the machine in time, which is impossible. things can move forever in a vacuum because of inertia and absence of resistance, no force is being applied to them after the initial push.

Gravitational pull would eventually stop it in a vacuum, it might take a very long time but it will stop.
