And what exactly do you want people to do when walking past a strange dog covered from head to toe in mange? You don't know if the dog is aggressive, or sick, or rabid. You do what most people do, call Animal Control, or you call an animal rescue group like his. The average person has no fucking clue how to deal with a strange animal, and should leave it the fuck alone if they don't want to get bitten, or worse.

In our old town, we had ten acres of property and a big kennel. My parents were pretty well liked in the community and we loved dogs. We still do, but tense agreement.
We ended up putting a sign out front that read. "Drop dogs here. Homes will be found."
We never asked questions, and we never turned anyone away. We got a few with mange, worms, and other things, but never rabies (thank god). We must've moved about 300 dogs while living there. It makes me feel good that we could help, but sad that we had to leave.
