I feel like this is actually a decent rainmeter project (that I may tackle if I get bored)
Why rainmeter you ask?
Because there are some very specific requirements, as when I do something I like it done right. Here is a list:

-A clock as you said..
-Animation: such as screen static to make it feel like an actual feed
-A Suspense Flash (solid black filter above all windows, that flashes 1-3 times for .1 seconds at a time)
-Potentially an Audio file or 2 (probably activate on mouseover)
- I might even be able to detect when a window goes full-screen (this functionality isnt Explicitly part of rainmeter, but I think If I add a meter covering the entire desktop, then detect un-hover (meaning the mouse is either on a different screen, or something has maximized over it) which would essentially prevent the background from changing unless something is maximized..

If anyone can think of anything else that they would like added, post here. (not saying Im going to make it though if I do ill respond to this post)

Yeah but Yasuo's wind wall at level 1-3 is weak. And Yasuo is top, ADCs/Supports are bot. An all blocking attack that even blocks ADCs basics is OP.

But rebuilding infrastructure and compensating people harmed by jokers schemes is not cheap, and the joker tends too enjoy that sort of thing...

actually, the government would need contractors to rebuild and doctors to administer medication. that creates jobs and spreads money around. but who usually gets those contracts to rebuild parts of Gotham destroyed by joker? Wayne Enterprises. Who is the primary producer of antivenom for joker gas? Wayne! Who puts joker and other super villains into an asylum that they can break out and do it all over again? WAYNE!
