Imagine this. You are walking down the street one day. Suddenly someone grabs you and bashes your head into the sidewalk. In defense you punch that person to get them off of you. Now the cops show up and arrest you for punching that person while he walks free.

I'm pretty sure Moore's law still applies, this isnt the first time we have reached something that seemed like a "limit" we have done this before and have invented new technology to surpass it. And have in mind that this is still laboratory results, im not completely sure Moore's law apply on that

Moore's Law was about the number of transistors on processors, people just extend it to every other aspect of technology for some reason. Even if a speed limit is reached though, it will just focus on storing more instead of speed, particularly in smaller machines now that mobile devices are so popular.
