Stability, smoothness, and render times.
The next gen consoles aren't as powerful as you'd like to think.
The game, on Ultra, runs barely at 60fps on the Nvidia GTX 780 ti.
The GTX 780 ti is a $720 graphics card. 2nd greatest consumer-based graphics card; excluding all 'business' cards.
And it still doesn't look as great as the E3 demo.
There's just no way it's possible for a... what... $150-$200 ? graphics card to run what was displayed at the E3 demo.
My previous card, the Nvidia GTX 550 ti Was a $125 card; Now a $75-$50 card. , could max out Battlefield 3 sub 60 :/ . But could barely run Battlefield 3's multiplayer on Medium. Actually, the lowest setting on PC for BF3 was higher in graphical fidelity than the console versions.
Even with all that, games such as LA Noire or Grand Theft Auto 4/ 5 and even Watch_Dogs, render horribly. Items pop in at the last second, or they do so far too late. (In some instances, in LA Noire, it was entirely possible to continue past the rendered zone.)
Ubisoft had to choose one of two options:
Lower the graphical fidelity of the game, but have the game play well.
Have the game play more like a slideshow on consoles, but have astounding graphics. Open world games in a large city are pretty hard to make; Render distance especially. Just Cause 2 is a shining example of this done well. Yet look at the graphics of it. They look good, but for a 2010 game it's "meh" at best. Compare to: Metro 2033.
They did what had to be done. Can't argue with it. The most you can argue about is them not allowing that level of graphical fidelity, which was already made in the game, to be allowed on PC.
