That's what makes it so horrible that they're going to make her a mustache twirling villain. It's like Amon x10.
It seems fairly obvious they're going to have her be a Hitler/Stalin type. I could be wrong, but one of my biggest problems with this show is that they foreshadow more than Dora the Fucking Explorer.
They might turn Kuvira around to not be that bad a person after all. Hell, I know if I was able to take a position like that, I would, because I know I wouldn't be corrupt. And it seems she actually has been helping people.
Given their history with the previous villain's I wouldn't count on it. They pulled the same sort of bait and switch with Unalock, except this time they aren't even trying to be subtle about it. I find this especially disappointing because in this situation I actually see Kuvira as in the right and the "good guy". She is stabilizing a former kingdom on the decline that just lost its queen and is very pro-industrialization. Not to mention she opposes the imposition of a weak (and presumably easily manipulated) leader by outsiders.
The thing is that she is imposing her control by force and when you do that there's a fine line between keeping order and a dictatorship. Requesting the mayors to hand over control to her in exchange for her troops I can kind of understand. However a military leader snatching control from a previous monarch without holding any kind of elections is how many military dictatorships are started. Add this to the rumors that those who speak against her end up in bad predicaments and her threat towards Zaofu, the last place in the Earth kingdom that needs her protection and stability, and you most likely have a dictator in the making.
She didn't so much "snatch control from a prior monarch" - it was more like "do what you can to keep the country from
going to shit since there monarch's dead and there's anarchy"
Furthermore, due to the aforementioned state of anarchy, I doubt there was any way there could have been some sort of election to put her in power. However the military was large, organized, equipped, and still loyal to their leaders. They are in an ideal position to set things back on track.
Don't get me wrong, I agree with her coup d'état, Monarchy is archaic in that era and it will bring nothing good for the Earth Kingdom. However if you are going to lead a military revolution and overthrow a leader the people didn't choose, it's only right that you give the people the right to choose their next leader or it's just gonna end in another dictatorship. Believe me, my country had 3 consecutive military coups where in the first two the leader proclaimed himself president. Dictatorship only ended the third time when the military leaders refused to take over and actually held fair elections.

I wonder if the "Earth Empire" has any proper politicians yet (after the rebuild, that is)? Or if the provincial governors would be suitable for election? Otherwise the two people we've seen who would be possible candidates are Wu and Kuvira and I think we've already seen who is favored.
Suyin would probably be able to handle it, but I'm not sure if she wants it and her inaction during the crisis did not win her many points. Plus she being part of an autonomous state and all I'm not even sure if they'd let her run for it.
Kuvira has many supporters but I doubt all of the provinces joined her out of free will. Many simply did not have a choice and judging from her threat to Zaofu there could even exist more extreme cases. Many of these could choose Wu just because of this.
If Toph came out of hiding she'd probably have a good chance but she won't because she clearly is out of fucks to give.

I hear some pretty intriguing conversations on FJ because of it. ^ ^
I'm not saying that she is entirely good, my main problem is that they aren't even trying to portray her as anything other than a cliche power hungry villain. Further more in a world composed of nominally 5 nations 1 of them is democratic and 1 of them doesn't even have a government. Add in the complications of bringing order to an anarchic society and I feel like they lost a lot of potential for a more nuanced story.
Oh, of course, I agree they could have made it a bit less subtle. However then they would be repeating themselves. As you said they have already used the bait and switch trick with Unalock, its not like we wouldn't be expecting it this time. I'm still not sure if Kuvira is power hungry as we still don't know her motives. Wish for power would, however, be the one that hasn't been done yet in this series. The other options I can see are going to an extreme for a "greater good", as done by Zaheer, or more personal reasons, then again, done by Amon already.
But yeah, they have built a situation that has great potential. Wasting it on power hunger seems kinda lame.
