Take notes as much as you can. Even if they're awful, you're already processing information.
Look up videos on the subject. A lot of people just don't learn well from text on paper, me included.
Try to learn what the most important shit typically is and emphasize that.

People learn through different ways. Some people get the material during the first time in a lecture, while others have to constantly pore over the material.
If I'm studying text-based things like history, psychology, or literature, then I just clear away a set amount of time in the afternoon to just work on homework. Usually around an hour or so of just straight reading. Along the way, I'll get distracted, so I'l pace around the room and review what I've read so far, then I'll get back into reading.
If I'm studying for math/science-based things, then I categorize different problems into different types and just work on problems that are similar to each type. Eventually you'll realize that most math/chem/physics problems end up in very similar molds. So just keep doing problems from each type and then eventually you'll become proficient in spotting the necessary information in the problem and how to use them to solve it.
