It's not the rate of advancement that's an issue actually, it's the willingness of the scientists and researchers to create strong AI. They're reluctant, because they're afraid that it would learn and become more and more intelligent exponentially, and it may decide not to allow humans to live anymore. I still don't see why it would come to that conclusion.
