That's generally covered in the laws concerning armed conflict.

Generally they will try to avoid use of force or use it in incremented steps to counter the situation.

I agree with you in principle but in actual situation its not that simple.
First job of police is to prevent harm to the law abiding citizens, if police officer is chasing a suspect, and that person is about to escape, and police officer has a strong indication that the suspect will endanger lives and/or well being of the citizens, they have to take the suspect down by any means necessary.
Of course their first, second, third... etc, resort should not be lethal, but if all else fails, last resort must stay open.
Problem is, of course, that today too many police officers go for lethal solution too early. That is wrong.

A suspect who's fleeing and isn't armed, or hasn't displayed any threat of having a weapon, should not be gunned down. That's a situation to start a foot chase and call for back up, because the suspect is realistically not going to get away on foot with a proper strategy. Things change if the suspect is visibly charging towards someone, or if they conceal their hands into their clothing too many unarmed kids die because they put their hands in their waistband, and to be honest, that is the consequence for their mistake. The cop isn't going to second guess that situation and the cops shouldn't; trying to be a thug and sticking your hand in your pants or jacket is a death sentence and will get you shot. Some people do stupid shit like that, or point their empty hands at cops faking a gun, and their found with suicide notes on their bodies. . I mean, if you watch the video where a dude got shot when he tried running away you can see how horrific it is; the cop even tried to plant a gun on him afterwards because he knew how fucked up it was.

Other than that I agree with you on pretty much everything. While I don't agree that the Freddie Gray incident was handled correctly, I do agree that the police department has given appropriate responses to the public and has even issued an apology and admittance of guilt in the Gray case though I'm not sure how I feel about the national guard being called in, I think that call was made above their heads . It's sad, the one time a police department actually tries to punish the guilty the 6 cops are suspended, with pay, right now and admits their wrong, that's when the opportunists decide to get violent.

I'm not saying they handled the arrest by the book, they obviously botched that, at very least they have been negligent at most criminal.
But the police response to the incident, handling the situation once it came up, that was by the book.

I was actually about to post this very thing. It came from an interview where she said that after research and discussion with her pediatrician, she and her husband had decided not to vaccinate her kids, but specified that she was not anti-vaccine even then, just that she felt it was right for her family. Obviously she has changed her mind since then, likely due to the recent outbreaks.

Nah, the guy has been gaining a following nationwide, his supporters want him to run and beat everybody out. Hilary has made a bad name for herself over the years, I really don't think she stands a chance. Ted Cruz was born in canada, so by the same standards the repubs put to Obama's supposedly foreign birth, he legally can't run, and electing him would only show hypocrisy. Majority youth numbers show support for liberal issues like marriage equality, LGBT rights, freedom of choice, etc... So candidates that take a strong stance against all these issues at once stand very little chance if the youth turn out this time Which we will, presidential elections tend to do that, even these days . The millenial vote is still weary after seeing what the last republican president did to the country, outside of kids voting republican because that's just how their families do it, I think we'd go for Bernie the instant he ran. I dare say, after the past 6 years, the republicans don't stand much of a chance, considering they keep getting divided into smaller and smaller groups any time a potential candidate takes an unpopular vote. Most of the republican candidates also seem to be overwhelmingly in support of establishing America as a christian theocracy, most Americans can recognize that this goal is illegal, and shouldn't be allowed in any government office. It'll be a close race at first, but the way things have been going, I think Bernie will win as long as he runs and doesn't back down

He ends up getting treatment, and his rich friend offered to pay; but he denied it due to being prideful, and then lied to his family about where the money was coming from - saying it was from the rich friend, but it was actually coming from the drugs.
