I'd imagine he would mean that as soon as you resume time the cooldown would begin.

I've seen this question before asked by a different person, and his chart explained that the gun both was able to play and pause time with a 24-hour cooldown.

Don't you see? It stops EVERYTHING, so the sun and moon cannot move, creating a 24 cycle, so 24 hours can never happen.
