It's quite possible to live a peaceful life, not to worry so incredibly much about starvation, mutation, radiation and several other ways to die or get a miserable life.

You'd be really stupid to approach a giant's camp without power.

Except if you choose Skyrim.
It's a lot less dangerous in Skyrim compared to Fallout, I'd say.

Alduin stayed in Skyrim because he decided that inciting the ongoing rebellion would be beneficial to him as he would get more power from the dead souls of those in the war going to Valhalla. This backfired though obviously as the Dragonborn was able to find him. He would have eventually left after absorbing all of the power he could have from the war.
