perhaps fiberglass or carbon fiber, anything holding it together should just melt and be forced away in the explosion

any composite plastic shell would work, as the explosion would melt away the shell, thus removing the threat of shrapnel over a distance.

Also, in the army we have what are called "arty sims" which are basically m-80s on steroids. but for an outer shell they use cardboard and paper so that they can be tossed close to soldiers without harming them.

or you can use those 50 gallon plastic drums they store hazardous materials in (they also make cardboard ones)

okay thank you very much. you have been very helpful, unlike most people on this site. now just need to figure out away to do it correctly without A) blowing myself up and B) not killing myself trying to launch it into a tornado.
