Like when when the window pops up that has the flagging options why not have an option to include a comment along with it?
I've seen some flaggable images that are so borderline the user probably didn't know it was not okay, for cases like that we could include a little comment explaining why it's not okay. It wouldn't be required to include a comment or explanation, the option would just be there.
Just a little suggestion.
