Nobel on your part, and also don't listen to this angsty clown. This is one of the most misquoted court cases around. Essentially:
-some women are getting raped upstairs in an apartment
-woman downstairs calls the police thinking it's a break in
-the police came
-the rapists left the premise
-the women didn't respond (thinking that the police were the rapists)
-the police left The dispatcher gave them the wrong code, a level 2 instead of a 3 so they weren't obligated to enter the premise and check on them
-rapists come back and rape them all night

They essentially they tried to sue/prosecute the police officers for negligence, but the court case showed that because they had no "special relation" They didn't know it was a rape, at the point where the downstairs neighbor had called it was merely a suspected break-in . This doesn't mean you don't have a duty however...it just means you don't have a duty until you know it exists In some instances of strict liability you DO have a liability, even if you don't know it exists. That's not in law enforcement though

TLDR: you still have to serve, you're just not responsible to do so until you know about it

Most communities have outreach programs that have cops go do stuff like this while on the clock. They're supposed to go form bonds with their communities, and I'd say this cop is doing a pretty good job with that.
