it just means the stereotypical african american sees police officers as targeting them far more often and using far more force than necessary against them. The people dont really care about the crime, but if the person is injured in anyway, they can call it police brutality when the officers had to use the necessary force to subdue and restrain the perpetrator.
However, there are many cases where police officers abuse their power and use unnecessary force against certain individuals, but the cases are few and far between.
