Depends on what you consider free. You're taxes are much higher to account for free college education, so in a way you are still paying for it. Also, If you live in a country with free college, and then decide not to go you are actually losing a lot of money in the long run. Americans also have access to much better colleges, and can usually get into those schools much easier and cheaper than foreign students can.

He isn't implying that the colleges are not as good because they are free, he is stating that he would rather pay to go to a good school than get to go to a bad one for free. No country, except for maybe the UK, can compare to the US when it comes to Universities.
