I'm pretty sure it's cheaper to rent a mig welder for 30 minutes than it is to rent a cherry picker for an afternoon.

I don't know, it looks like a mountain bike, not a simple city bike. I wouldn't want my mtb to be cut and then welded again. You would have to make two cuts. And then get the cut location ready for welding. So with getting the saw, getting ready to weld and welding this would take so much more than half an hour.
